No. If you already have a StadtRAD account with a Standard or Germany Ticket plan and use the same email address in the hvv switch app, you do not have to pay the annual fee twice.
Please note: You cannot change your email address in the hvv switch app. However, you can change your email address in your StadtRAD account.
